The 2010 Census targeted all government employees, regardless of their status. Employees were physically counted at their workplace: in ministries and affiliated institutions, provinces, districts, sectors, schools, hospitals and health centers, etc.

The following people were not included in the census: consultants, politicians, military personnel, police officers, prison guards and staff of the National Security System (NSS), staff of parastatal companies (e.g. RWANDATEL, MAGERWA, etc).

Each person was enrolled on the basis of their declaration, after presenting their national identity card.
